Selectmen’s Meeting Minutes
       Thursday – February 1, 2007 – 5:45 pm

Present: Selectmen - Chairman, Conrad Dumas; Selectman, Aaron Kullgren; Selectman George Rainier
Appointments:
·       5:50 – Peter Hopkins – Peter was requesting $3,000.00 of additional funding for emergency management (hazardous mitigation).  Administrative Assistant asked Peter to submit this in writing for the budget book.  If approved by Chief Plourde, the emergency management funds will be included in the Fire Department budget.
·       6:00 – Molly Anfuso  – Molly discussed a court matter in which the town may have to take someone to small claims court.   She explained she had hired a contractor to do some work at Oak Park, the contractor was paid up front, he did not finish the job, he did not provide materials & labor that he was paid for.  Brian recommends taking this to small claim court; he will work with Molly to assure this is processed properly.
·       6:10 – Reverend Osgood – Reverend Osgood opened by discussing the desire to hold a cooperative meeting to allow the public clarification of why church will be moving.  He also discussed the church will be doing a title search on the Meeting House.  
Reverend Osgood wanted to address a recent article in the front page of the local paper, he wanted it clarified the comment he was quoted he did not say.
The church is going to do a title search of the Meeting House because the congregation wants this done.  They agree it is in the interest of all the title search will range from 1807 – 1820 or 30s
Wendell Smith & Reverend Osgood recently met and discussed some matters that need to be brought to the public to alleviate any misconceptions that have been believed.  He would like to see it happen before town meeting, a letter will go out to residents in hopes of bringing everyone together.
·       Non-Public Session - at 6:15 pm in accordance with RSA 91A:3 II c motion by Selectman Dumas to enter into a non-public session.  Seconded by Selectmen Rainier & Kullgren.
At 6:45 pm motion by Selectman Dumas to come out of the non-public session
Action:  Selectmen instructed Rescue Chief, Anfuso to discuss this matter with Town Counsel; after she discusses this matter she will report to either Deb or the Selectmen directly.
·       6:46 – Fire Chief, Jim Plourde – Monadnock Area Fire Chiefs Association – Chief Plourde asked for a letter from the Selectmen authorizing him to apply for grants etc.  
Motion by Selectman Kullgren to have the Administrative Assistant write a letter authorizing MAFCA to go before the Governor to apply for federal funding.  Selectmen Rainier & Dumas seconded the motion.  Voted in the affirmative.

Selectman Dumas discussed with Chief Plourde that Peter Hopkins requested to include the $3,000.00 emergency management funds into the Fire Department budget.  Chief Plourde stated he was fine with that.  Selectman Dumas asked if the letter from Dave Hall has generated any interest.  Chief Plourde stated that it did.
Other Business:
·       Misc. Mail –
o       Review letters from Mr. Carbee
o       Review & Discuss letter from Avitar RE: Settlement with Burtt Abatement.  Selectmen signed the settlement agreement that will be forwarded to Mr. & Mrs. Burtt for their signatures.
·       Minutes – Selectmen accepted the minutes of 1/11/07 with changes.  Selectmen accepted the minutes of 1/25/07.  Selectmen accepted minutes of the public hearing for the Community Development Block Grant.
·       A/P - Selectmen signed A/P invoices for approval
·       Letters –
o       Goohs - Current use land map request
Follow-up:
·       Budget – Deb discussed her recent conversation with Keith Pratt regarding the monitoring well replacements.  Keith indicated we need to budget $15,000.00 for the replacement wells, a large portion will be reimbursed through the DES Petroleum remediation fund.  Originally the ESR (engineering service request) that was included gave a quote of $19,000.00 from Sanborn Head.
·       Warrant – Selectmen reviewed the warrant as proposed.  Minor changes were made.
·       Weekly trash – Brian Wakeman discussed with Deb about removal of town trash – Frank had indicated to Brian he had told “them” he wasn’t doing it anymore because he didn’t have a truck.  However, the truck will be ready Friday am, then come pick rubbish up.
Tax Collector Job description – Deb provided Selectmen with samples of a tax collector job descriptions.  Selectman Dumas would like the words “under supervision received…” to remove works independently and replace it with answers to the Board of Selectmen and further reports on a regular basis to the Board of Selectmen.  Advertise in local papers and in the Spirit.
With no further business Selectmen adjourned the meeting at 7:45 pm.  The next scheduled meeting is Thursday, February 8, 2007 at 5:45 pm, the meeting will adjourn at 6:30 and the budget hearing will be held.
